An engineer will take the document delivered from the Content Development phase and convert it into the language of the Internet. The content will be placed in pages organized according to the plan, but there will be no graphical elements and the transactions (if any) will not be active. There may be place holders for specific graphics or photos to be added later. The deliverable from this phase is a skeleton Internet site with basic link functionality prepared for client-partner review and approval. As the project progresses through Creative and Application Development, the engineering staff continues to develop any transactional elements in cooperation with the graphic designer and the client.
